Access to HIV/AIDS Treatment For All: Stop Premature Deaths Now! Community Working Group on Health (2004)
The Community Working Group on Health (CWGH) was formed in early 1998 to take up health issues of common concern. The approximately twenty-five organisations in the CWGH include national membership organisations that have branches across the country, whilst others have area-specific membership (such as the residents associations). The CWGH began in 1998 a programme of work to disseminate information to, and organise civic group members on health. It has carried out various community meetings on health, discussed and prepared policy inputs on health issues and carried out advocacy on those issues. The programme helped to achieve increased community awareness and participation on health issues. The CWGH has now grown more focused and informed in their health activities, and has become deeply rooted in the community where the people are, and is now a major voice of the voiceless on health issues, and a resource partner of the State on National Health issues. The CWGH seeks to ensure that the health sector is rebuilt from the bottom up, not the top down, and that the lowest income communities are the first to see improvements, and not the last.
The national meeting was held in July 2004 as a way of consolidating the work of the CWGH and its relationship with partner organisations in the health sector. Full copies of these papers are available from the CWGH secretariat. After a day of deliberations, the following resolutions were adopted:
? CWGH to encourage ZIMA to expand services to more areas
? Confidentiality has to remain, but in a situation of public health, particularly on HIV and AIDS, doctors should inform the spouse because it?s a matter of public interest.
? CWGH should advocate for the right to health information e.g. on tariffs charged, where patients can go in cases of complaints
? Government must consult civic organisations and ordinary people before implementing any programme that have a bearing on the people.
? CWGH should continue to represent the voice of the voiceless.
? Lobby for the provision of simple, health information in local languages, Braille and sign language
? Involvement of youths into health programmes
? CWGH should lobby the health budget to be increased to 15% of the national budget
? CWGH and the parliamentary portfolio committee should ensure that resources are channelled to prevention, promote advocacy and public health.
? CWGH should advocate for harmonised health laws
? CWGH to lobby for domestication of ratified treaties and lobby for their implementation
? Lobby government to come up with a clear policy on reproductive health
? CWGH to lobby government to come up with a gender sensitive health budget and strongly lobby for the adoption of its inputs
? CWGH and Parliamentary Portfolio Committee on Health should lobby NAC to channel AIDS levy directly to the WACC.
